Early Learning Coalition of Pinellas County is searching for a Family Services Specialist. The Family Services Specialist is responsible for determining eligibility of families applying for Scholarship childcare and ongoing file management for families receiving service. Duties also include assisting clients/families in locating quality childcare that meets their needs and referring the families to appropriate community resources and assist with VPK registration.

ESSENTIAL DUTIES Include:

Eligibility Determination and Enrollment

  • Responsible for determining eligibility, with all required documentation, of families applying for childcare and tasks to begin child in service within required timeframe.
  • Provides case file management once services are approved. Maintains case records, both computerized and hard copy, on all clients, and maintains files and case notes in a pre-determined format
  • Coordinates eligibility  of referred clients with community agency caseworkers , parents and childcare provider as based on State, Federal and Early Learning  Coalition guidelines
  • Prepares necessary documentation and processes enrollments and transfers

Parent Education

  • Ensures that parents understand rules regarding continued eligibility for services.
  • Responsible for assisting clients/families in locating quality childcare that meets their needs, and educating parents on how to choose quality childcare, the types of childcare available, and the importance of being their child’s first teacher.
  • Provides referral information for community services as needed, and distributes relevant parent education material, based on client needs
  • Other duties as assigned

Requirements include:

  • High school diploma or GED, Bachelor’s degree in Social Services or related field preferred
  • Five (5) years or more of direct related experience. Social Services experience preferred.
  • Bilingual- English/Spanish is a plus

Early Learning Coalition of Pinellas County is searching for a Reimbursement Specialist. The Reimbursement Specialist is responsible for provider payment processes and reporting requirements for the assigned program, including data entry, processing of monthly attendance sheets, reconciliation of disbursement, and attendance verification.

Essential Duties include:

  • Reviews provider attendance rosters for accuracy and completeness
  • Enters reimbursement/provider payment data in the computer system
  • Researches, reviews, documents, produces, and processes adjustments for provider payments
  • Compiles and computes provider payments
  • Prepares and uploads provider correspondence including termination letters, payment details and other necessary documents
  • Responsible for keying provider rate changes and holiday schedules
  • Through cross-training, is able to fill in for other Reimbursement Department staff when needed

Customer Service:

  • Maintains accurate customer information. Communicates effectively with child care providers to ensure optimal customer service
  • Acknowledges, researches, and responds to complaints received from providers. Escalates customer inquiries or problems to the supervisor
  • Other duties as assigned

 Requirements include:

  • High school diploma or GED plus 5 years of work experience and/or training within the subject matter.

Early Learning Coalition of Pinellas County is searching for an Administrative Specialist for the Family Services department. This program supporter will be the first point of contact with clients as they visit our location and will provide assistance accordingly, as well as provide reception duties, telephone coverage, clerical and additional support as assigned.

Essential Duties include:

  • Maintain lobby, kiosk and play areas
  • Schedule and distribute client appointments to staff prior to the scheduled dates
  • Greet and assist clients with uploading documents at the kiosk and review eligibility paperwork for completeness.
  • Backup support to Family Services Administrative Assistant to create and mail appointment notices
  • Data entry of transfers
  • Answer telephones and direct calls to appropriate staff
  • Check and return voicemails in a timely manner
  • Check ELC drop box and distribute information accordingly.
  • Transmit information via mail, fax and email to parents, providers, and partner agencies as needed
  • Maintains and distributes general faxes and Career Source referrals to staff
  • Basic clerical duties including, but not limited to faxing, memos and organizing paperwork, etc.
  • Other duties as assigned

Requirements include:

  • High School diploma or GED plus (3) years or more of direct related experience. Associates Degree or two (2) years of college in field related to specific job functions preferred
  • Proficient in Microsoft Word, Excel, PowerPoint and Access
  • Bilingual- English/Spanish preferred

Early Learning Coalition of Pinellas County is searching for a School Readiness (SR) Provider Contract Specialist. The SR Provider Contract Specialist is responsible for managing provider contracts and certification, monitoring and provides technical assistance to providers.

ESSENTIAL DUTIES include:

  • Manage caseload and provider profiles for SR provider certification.
  • Responsible for Annual Provider Updates for contracted providers.
  • Complete onsite and desk monitoring of SR providers for compliance with ELC policy and DEL guidelines. Prepares reports and forward to supervisor for review.
  • Create and maintain a tracking list for SR providers
  • Communicate provider changes to staff.
  • Assist with the development and training materials for SR providers
  • Provide technical assistance and/or resources to SR providers
  • Other duties as assigned

Requirements include:

  • Bachelor’s degree in field related to business and five years of experience in early childhood, elementary or special education or a related field.
  • Knowledge of Federal and State Florida statutes and other policies relevant to the SR program is a plus.
